The primary goal of this consultancy was to empower the Georgian National Competition Agency (GNCA) to effectively fulfill its expanded mandate and elevate its organizational performance. This would be achieved through a comprehensive enhancement of its Human Resource Management (HRM) systems as well as the initiation and management cycle of policies. By focusing on improving HRM systems, we aimed to optimize the Agency's human capital management processes, including recruitment, talent development, performance evaluation, and employee engagement. Additionally, we worked closely with GNCA to enhance its policy initiation and management cycle. Through the consultancy, we:
- Reviewed the mandate and strategy of GNCA;
- Reviewed existing HRM practices within GNCA, including job descriptions, HR administration documents, and recruitment procedures;
- Explored human resource and operational constraints;
- Developed functional job descriptions (up to 70);
- Developed an HRM policy and procedural guidebook, including supporting documents (forms and templates) in compliance with existing legislation;
- Coached relevant GNCA staff and piloted the deployment of the newly developed HRM system;
- Set up processes for review and initiation of policy/law changes and monitored implementation of policy changes;
- Developed guidelines for policy cycle management, including set up and management of working groups.
