The aim of this project was to assist the Ministry of Finance and Economy of the Autonomous Republic of Adjara (MoFEA) in streamlining its business processes and building its human resource management (HRM) capacity. The project was divided into two main areas of focus: firstly, the development of the operating manual and streamlining of business processes, and secondly, the improvement of HRM practices and capacity building. The ultimate goal was to enable the Ministry to manage its organizational performance effectively, based on reengineered business processes, and with the support of a robust HRM system that establishes performance appraisal and planning officers' professional development.
Through the consultancy, we:
- Conducted functional analysis of the Ministry;
- Developed a consolidated operating manual to guide the Ministry's business processes and SOPs (Standard Operating Procedures).
- Coached the staff on the development of SOPs and piloted and tested the business process documentation, making necessary modifications based on the pilot results;
- Conceptualized an HR development framework to integrate employee performance appraisal, personal development planning, and employee motivation mechanisms;
- Developed an employee performance appraisal system, which included reviewing and updating the existing action plan;
- Coached the MoFEA leadership, senior and mid-level managers on conducting employee performance appraisal and identifying personal development needs.
- Assisted MoFEA in developing personal development plans and templates.
