Objective of the Project: Identify the Georgian Revenue Service’s (GRS) current objectives and top operational priorities, assess horizontal and vertical functions based on analysis of relevant legislative and strategic documents and other information provided by GRS, Ministry of Finance, and other stakeholders. The project involved conducting a functional analysis of GRS to examine allocation of organizational functions between different structural units in line with GRS’s mandate. It also examined GRS’ alignment with other state agencies and assessed the effectiveness, efficiency, and sustainability of how functions were allocated.

 

 

Through the consultancy we:

  • Identified GRS’s objectives and operational priorities.
  • Conducted functional analysis of organizational, horizontal, and vertical functions.
  • Assessed alignment with other state agencies and evaluated efficiency of function allocation.
  • Evaluated sustainability of mandate execution.

 

Solution: The project provided structured recommendations for improving organizational design, clarifying roles and responsibilities, and enhancing the efficiency and effectiveness of GRS’s operations across all units.
 

Result: The project enabled GRS to optimize allocation of functions, strengthen coordination with other state agencies, and enhance the sustainability of mandate execution.
