The project aimed to enhance the quality management practices of the National Intellectual Property Center of Georgia Sakpatenti, LEPL Levan Samkharauli National Forensic Bureau, and LEPL Information Technology Agency (ITA) through executive roundtable sessions focused on quality management processes and quality management system (QMS) modeling. The executive roundtable sessions were designed to improve participants' understanding of QMS and processes, and to provide coaching and guidance to enable them to develop their own QMS models. Through the consultancy, we: 
•	Implemented and coordinated Executive Roundtable (ERT) sessions on Quality Management Process and QMS Modeling;
•	Provided materials and templates for the HICD Activity Center of Excellence online repository to support the participants' learning and application of the concepts discussed during the ERT sessions;
•	Prepared by-weekly reports that document the progress, feedback, and issues discussed during the ERT sessions;
•	Prepared the final report, which consolidates the findings, feedback, and recommendations gathered during the ERT sessions, including insights on how the participant organizations can improve their quality management practices.

The National Intellectual Property Center of Georgia Sakpatenti is a governmental agency – a legal entity of public law. In accordance with the Georgian legislation, Sakpatenti determines the policy in the field of intellectual property.


After gaining its independence, Georgia defined as one of its priorities the formation of a national system for intellectual property protection, which was reflected in the constitution and relevant legislative acts of the country. It is noteworthy that Georgia was the first of the former Soviet republics to create its national patent service “Sakpatenti” in 1992, which later on was transformed into the National Intellectual Property Center. In the course of time all the major fields of intellectual property were fully consolidated under Sakpatenti’s mandate: industrial property, copyright and related rights, new varieties of plants and breeds of animals.


Since its establishment and with the direct participation of Sakpatenti up to 30 laws, by-laws and numerous guidelines, regulating the legal mechanisms of accrual and enforcement of IP rights on different subject-matters were prepared and enacted. The current legislation is in full harmony with international standards, namely, it is in line with the requirements of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) administered by the World Trade Organization and is also compatible with the European Union legislation.


A major tool for protection of intellectual property rights outside Georgia is the full integration of the country into the global IP systems, which became a priority policy direction for Sakpatenti. At present Georgia is a member of all main conventions and agreements on intellectual property protection and is a party to a number of bilateral international treaties. Furthermore, Georgia actively participates in the work of international forums of various levels and at times acts as an initiator of a number of important proposals.


Sakpatenti has always accorded special attention to the protection of geographical indications of strategic products of Georgia, namely, wines and mineral waters, in foreign countries. For this purpose Georgia acceded to the Lisbon Agreement for the Protection of Appellations of Origin and their International Registration, started bilateral negotiations on mutual recognition of geographical indications with the CIS countries and the European Union. At present an agreement is already enforced between Georgia and the EU. Moreover, Georgian GIs are already registered and protected in number of CIS countries.


On the basis of international cooperation Sakpatenti undertakes educational activities, and provides trainings to its staff and other stakeholders in the area of intellectual property, in partnership with the World Intellectual Property Organization, the European Patent Office and foreign patent offices.

LEPL Levan Samkharauli National Forensic Bureau was established on November 4, 2004. The Bureau is a government forensic agency, a Legal Entity under the Public Law and its operation is regulated by a government decree and other respective normative acts.

The Bureau provides its services to the State and Budgetary agencies; to private, commercial and non-commercial institutions, as well as to physical and legal entities/persons.

The bureau exploits a fixed payment system, approved by a government decree of Georgia.

The Bureau is equipped with ultra-modern laboratories of international standards. The Bureau is accredited in compliance with the ISO17025 standards and operates in line with international forensic practice. The Bureau is a member of the European Network of Forensic Science Institutions (ENFSI), the leading international forensic organization.

The bestowed accreditations testify that the quality system of the bureau is a guarantee of accuracy and high standards of examination quality – a foundation of customers’ trust towards the Bureau. The statistics demonstrate, that the Bureau serves up to 40 000 customers on annual basis.

The operation of the Bureau encompasses more than 436 traditional and nontraditional examinations. The Bureau employs more than 400 qualified professionals, who are consistently trained and updated in various world leading forensic organizations/institutions.

The Bureau actively cooperates with leading and successful forensic and Training Centers, namely: Netherlands Forensic Institute (NFI), Istanbul Council of Forensic Medicine (ATK), The Georgia Bureau of Investigation (GBI), Gendarmerie Forensic Department of Turkey (JKDB), Justice Institute of British Columbia of Canada, etc.

For Laboratory Monitoring purposes, the Bureau regularly participates in international laboratory tests and continues maintaining leading positions in compliance with the test results.

In parallel with advancing the examination quality, the Bureau has developed and further improved its customer services. The Bureau has introduced examination time-frames and made the service considerably time-efficient and effective.
