Objective of the Project: Assist the National Intellectual Property Centre of Georgia (NIPCG) in developing its Institutional Development Strategy for 2021-2024 and a corresponding action plan in close cooperation with the Centre’s staff and key stakeholders within the working groups created during the elaboration of the policy document. The strategy was fully based on the "Rule of elaboration, monitoring and evaluation of policy documents" approved by the Government of Georgia, ensuring timely collection and discussion of the required information and materials.
Through the consultancy we:
- Conducted desk research and reviewed relevant documentation
- Consulted with key stakeholders to identify pressing challenges in strategy development
- Studied good international practices of successful IP offices and national organizational development strategies
- Drafted a map of influencing factors affecting NIPCG’s operational effectiveness
- Conducted focus group workshops with key stakeholders based on situational analysis methodology
- Engaged the NIPCG strategy development team in the working process for on-the-job training in strategy and action plan development
- Facilitated working processes of special groups within NIPCG, including department heads and management
- Drafted the 2021-2024 NIPCG Strategy Document, including a Monitoring and Evaluation Plan and action plans
- Compiled a final consultancy report summarizing all achievements during the consultancy period
Solution: The consultancy focused on enabling NIPCG to develop a comprehensive strategy that addresses both internal operational challenges and external factors impacting its effectiveness. GEC facilitated stakeholder engagement, conducted structured analyses, and ensured the strategy was actionable and aligned with best practices.
Result: The project resulted in a complete 2021-2024 Institutional Development Strategy for NIPCG with detailed action plans and a monitoring and evaluation framework. This strategy strengthened organizational management, improved operational efficiency, and provided a clear roadmap for the Centre’s institutional development.
